      The Accounting Officer shall determine the size, location and structure of the entity’s Procurement Management Unit (PMU) taking into account the entity’s procurement requirements and the availability of trained and experienced persons to staff the unit (Section 17(2) of the Act)

      As part of professionalising public procurement in Zimbabwe, practitioners must possess both academic and professional qualifications in procurement and supply offered by a reputable institution. For the purpose of licensing procurement officers, a procurement qualification shall be a prerequisite of obtaining licenses and shall require attendance of courses for the professional development of licensees (Section 89 of regulations)

      Procuring entities may, and if directed by the Authority shall, conduct their procurement by way of shared procurement arrangements (Section 19 of the Act)

      A Procuring Entity that conducts procurement on behalf of other entities under a shared procurement arrangement shall be primarily responsible for ensuring that the procurement is conducted in accordance with this Act Section 19 (2).

      The disposal committee is a permanent committee (Sections 65 and 66 of the regulations)

      A disposal committee shall without delay consider any disposal report and recommended to the procuring entity’s Accounting Officer method of disposing of the asset concerned (Section 92 (2) (3)).
