TERMS OF REFERENCE (ToR) FOR PSYCHOMETRIC TESTS SERVICES
1. Background
The Tobacco Industry and Marketing Board (TIMB) intends to engage a qualified service provider to design, administer, and interpret online psychometric assessments supporting the recruitment of a Human Resources Business Partner (HRBP) for a supervisory position.
2. Objectives
Assess candidates' suitability for the HRBP role using validated psychometric tools.
Evaluate cognitive abilities, personality traits, and behavioural competencies of candidates.
Enable data-driven and evidence-based selection decisions.
Ensure objective, fair, and reliable assessment in alignment with professional standards.
3. Scope of Work
Recommend appropriate, validated psychometric tools relevant for a HRBP supervisory role.
Administer psychometric assessments to identified candidates through a secure online platform.
Interpret results and provide comprehensive, individualized assessment reports for each candidate.
Summarize findings in a comparative summary report suitable for panel decision-making.
Conduct a debriefing session with TIMB representatives to discuss results and recommendations.
Ensure compliance with applicable ethical, legal, and data security standards.
Maintain confidentiality and ensure secure handling and storage of all candidate data.
4. Deliverables
Online administration of psychometric tests for all shortlisted candidates.
Individual psychometric assessment reports with actionable insights.
Summary report with an analysis of findings and clear recommendations.
A debriefing session for TIMB recruitment stakeholders.
Final report documenting methods, findings, and recommendations.
5. Duration and Timeline
The assignment will span no more than 7 calendar days from date of official instruction to commence.
6. Qualifications and Experience of the Consulting Firm
The firm to be selected should have 5 years experience in administering and interpreting online psychometric tests.
The Lead Consultant must be a registered psychologist with proven work experience in conducting psychometric tests.
The bidding firm must provide the practicing certificate of the registered psychologist who will conduct the psychometric tests.
Bidders must also attach three reference letters where psychometric tests were conducted.
7. Evaluation Criteria
Proposals will be evaluated based on:
Relevant experience and credentials.
References and proven track record.
Cost-effectiveness and clarity of fee structure.
Ability to meet the specified timeline
