TERMS OF REFERENCE (ToR) FOR CONSULTANCY SERVICES FOR THE RECRUITMENT OF CHIEF FINANCE OFFICER

1. INTRODUCTION

TIMB is seeking the services of a qualified consultancy firm to facilitate the recruitment and selection of a highly competent Chief Finance Officer. The consultant will be responsible for managing the end-to-end recruitment process, ensuring transparency, professionalism, and adherence to best hiring practices. Recruitment will be done in consultation with TIMB Management team.

2. OBJECTIVES

The objectives of this consultancy are:

  • To attract and select a qualified Chief Finance Officer with the necessary skills and experience.
  • To ensure a fair, transparent, and merit-based recruitment process.
  • To align the recruitment process with the organization's strategic and operational needs.
  • To provide expert recommendations on the selection of the best candidate.

3. SCOPE OF WORK

The consultant will be responsible for:

  • Conducting a job description review in line with best practice for the role deliverables.
  • Developing a vacancy advertisement.
  • Managing the advertising process through appropriate channels.
  • Shortlisting candidates based on predefined criteria.
  • Conducting preliminary interviews and
  • Conducting psychometric tests.
  • Facilitating panel interviews and selection exercises.
  • Conducting background checks, reference verifications, and pre-employment assessments.
  • Providing a final recruitment report with recommendations for hiring.

4. DELIVERABLES

The consultant is expected to deliver:

  • Job Description and Advertisement: A well-structured job description and job advert.
  • Shortlist Report: A report detailing shortlisted candidates with assessment summaries.
  • Psychometric test report: A report detailing the performance of shortlisted candidates in online tests
  • Interview Reports: Documentation of interview performance and evaluation.
  • Final Recruitment Report: A comprehensive report summarising the recruitment process, candidate evaluations, and final recommendations.

5. DURATION OF SERVICE

The consultancy is expected to be completed within 30 calendar days, with key milestones as follows:

  • Job advertisement and application period: [1 ½ weeks]
  • Shortlisting and psychometric assessments: [1 week]
  • Interviews and selection: [2 days]
  • Final report submission: [1 week]

6. QUALIFICATIONS AND EXPERIENCE

The consultant must have:

  • Extensive experience in senior staff recruitment and talent acquisition.
  • Proven track record in recruiting senior professionals.
  • Knowledge of recruitment best practices and compliance requirements.

7. SUBMISSION REQUIREMENTS

Interested consultants should submit:

  • A technical proposal outlining their methodology and recruitment approach.
  • A financial proposal detailing consultancy fees and other costs.
  • Company profile, including relevant experience and qualifications.
  • Practising certificate of the registered psychologist carrying out psychometric tests.
  • At least three references from past recruitment assignments.
