TIMB’s Terms of Reference for AI and Cyber Training Consultant

1. Background

The Tobacco Industry and Marketing Board is primarily a regulatory and advisory statutory body. In 1936, through the Tobacco Marketing and Levy Act, the Tobacco Marketing Board was formed resulting in the selling of tobacco through the Auction Floors and, later, Contract floors (from 2004). In the year 1994 the Board was reconstituted to cater for the interests of all classes of different types of tobacco growers (Virginia, Burley, Oriental and Dark-Air Cured), buyers and other stakeholders. In the same year, indigenous buyers started participating for the first time in competition with traditional buyers. The Tobacco Marketing and Levy (Amendment) Act of 1997 saw the Tobacco Marketing Board renamed to the Tobacco Industry and Marketing Board.

TIMB is seeking a qualified AI & Cyber Training Consultant to design, develop, and deliver specialized training programs to enhance the technical capabilities of TIMB Board and Executives. The training should cover key aspects of Artificial Intelligence (AI), Machine Learning (ML), and Cybersecurity to improve awareness, skills, and preparedness against emerging digital threats.

Providing a graphical representation of the maturity and adoption of technologies and applications, illustrating their potential relevance in solving real business problems and seizing new opportunities. Aims at providing AI-powered information about tobacco, marketing, and regulations, along with health and safety insights.

PROJECT AI AND CYBER SECURITY TRAINING CONSULTANCY

The Tobacco Industry Marketing Board (TIMB) is seeking to engage the services for the provision of AI and Cyber Security training consultancy.

Venue: Victoria Falls

Date : 14-18 November 2025

Maximum number of Trainers: 2

SCOPE OF THE PROJECT

  • Develop a comprehensive training curriculum on AI/ML and cybersecurity best practices.
  • Deliver interactive and practical training sessions.
  • Enhance participants’ understanding of AI-driven cybersecurity threats and defenses.
  • Provide guidance on AI ethics, governance, and compliance in cybersecurity.
  • Assess participants’ knowledge.

 

QUALIFICATIONS AND EXPERIENCE OF THE CONSULTING FIRM

The ideal consultant should have:

  • Proven experience in AI/ML and cybersecurity training.
  • Technical certifications (e.g., CISSP, CEH, AI/ML certifications).
  • Strong facilitation and instructional design skills.
  • Familiarity with industry frameworks (ISO 27001, NIST and so on).
  • Experience in corporate or government training programs.

TECHNICAL PROPOSAL

  • Three (3) references in similar assignments, together with names and contact details of referees.
  • Attach detailed CVs of professionals.
  • Clear understanding of the assignment.

FINANCIAL PROPOSAL

  • Provide a clear breakdown of the financial proposal including all the chargeable taxes, terms of payment and total quote for the assignment.
  • To provide a breakdown of cost per head.

CONFIDENTIALITY AND DATA PROTECTION

  • The consultant must adhere to TIMB’s data protection policies.

All materials developed remain the property of TIMB.
