1.Zimbabwe Tourism Authority (ZTA) developed the

attached bid document for the Government of Zimbabwe to formally express its interest to

host the African Development Bank (AfDB) Annual Meetings for the 2028 -2032 cycle.

2.While the initial proposal was to host the 2032 AfDB Annual Meetings in Victoria Falls,

following further reflections, it has been proposed to broaden the venue options and to

include Harare. The proposal seeks to capitalise on the country's improving macroeconomic

stability and its demonstrated capacity to host major international events.

3.Due to the limited time available for the country to submit the bid to the AfDB (15 December

2025) and ongoing processes, including the 2026 National Budget preparations, the

forthcoming International Monetary Fund Mission, as well as the upcoming Post-Budget and

Post-National Development Strategy 2 Symposium, we propose that a Consultant previously

engaged by our Procurement Management Unit as the events manager for the Fifty-sixth

session of the Economic Commission for Africa Conference of African Ministers of Finance,

Planning, and Economic Development held in Victoria Falls in 2024, be recruited. Their prior

engagement with Treasury and demonstrated expertise make them well-suited for this

assignment.

4.The Consultant will assess the feasibility of hosting the AfDB Annual Meetings within the

proposed timeline, evaluate venue suitability and facility adequacy, and finalise the bid

document for submission by 15 December 2025

5.In this regard, we kindly request for Secretary's approval for the recruitment of the Consultant

through direct contracting to undertake the feasibility assessment, evaluate venue readiness,

and finalise the bid document for submission before the deadline.
