The Zimbabwe Energy Regulatory Authority (ZERA) is seeking to engage suitably qualified and experienced consultancy service providers to carry out the National Energy Efficiency Audit. The audit is going to determine the national baseline in terms of energy utilisation and efficiency in view of the last audit carried out in 2014.

The objective of the consultancy service is to carry out a National Energy Efficiency Audit for Zimbabwe with a view to come up with an energy utilisation map, inefficiencies list and measures that should address inefficiencies in all sectors of the economy. To determine our energy intensity baseline; to come up with possible energy savings targets for the next five years.

The scope of work is to carry out a national energy efficiency audit in the following segmented sectors of the economy: Agriculture, Mining, Industrial/Manufacturing, Commercial services and hospitality, Transportation, Buildings, Domestic households and Municipal pumping – waterworks and sewer.

When carrying out the assignment the consultant is expected for each sector to:

Assess the financial, technical, policy and other barriers to energy efficiency. Identify reasons for implementing energy efficiency measures. Come up with a statistical model that can generalise the sector in terms of consumption and energy intensity.

The consultant to:

Propose the scope and methodology of coming up with the National Energy Efficiency Audit Report.

Interested parties are required to submit the following documents:

1. Company registration documents.
2. Valid PRAZ registration.
3. Valid Tax Clearance certificate.
4. A company profile of the consultancy firm with experience of not less than five years in providing energy audit or energy management services.
5. The composition of the team of personnel (including curricula vitae), which the firm would provide, and the task assigned to each of them.
6. Partnership or collaboration agreements.
7. Methodology for the audit including gantt chart.
8. Proposed timelines for project delivery and total cost.
9. Submit a quotation for performing the services.

Interested Service Providers should furnish their Expression of Interest (EOI) with all the necessary documents along with a cover letter. The EOI shall be addressed to The Chief Executive Officer, Zimbabwe Energy Regulatory Authority and be clearly marked “Request for Expression of Interest for National Energy Efficiency Audit Services”. Where a bidder is collaborating with other entities their company documents, valid NSSA and tax clearance certificates should also be submitted.

The EOI shall be submitted on eGP by 10 April 2026 at 16:00hours
