Description:
TERMS OF REFERENCE
1. Background
The Tobacco Industry and Marketing Board (TIMB) has a Biometric grower registration application system to register all tobacco growers in line with the requirements of the Tobacco Marketing Act. The board is responsible for making sure that only genuine tobacco growers are registered. With the current biometric system, only grower fingerprints are enrolled onto the TIMB grower database, and this current setup has some limitations, where several growers’ fingerprints are unreadable and could not be enrolled.

In summary, the proposed services should include but not limited to the following services –

TIMB therefore seeks to implement Facial Recognition to integrate with the current Biometric Grower Management Solution that will identify all growers using facial features.
Features of the Proposed System
The following are summarised features of the proposed system that seeks to address the challenges that TIMB has been facing:
A solution to facially and uniquely identify growers,
A solution that enables and requires the grower renewal process to validate the authenticity of farmers using facial features information (facial recognition).
A solution to verify growers’ using facial recognition when they request account adjustments or confirmations.
A solution to enable farmers to confirm indebtedness to contractors using facial recognition.
A solution to provide point of grower verification at the sales floors before selling.
A solution that will be integrated with the current registration system for use and cleanup of current grower database.
3. Grower Verification 3.1Verification Process Flow
Initiate scenario for grower verification in the booking system
Select grower number
Booking & Registration system will redirect to biometric system interface for facial verifications using a link provided by biometric system.
Grower’s face is scanned by the camera.
Biometric system checks grower’s biometric data against enrolled facial features data.
After verification, system redirects to booking & registration system to complete verification process with status (Failed or Successful)

Enrolment and Enforcement Options
Under the proposed system setup, growers can be enrolled in the biometric system either using fingerprint, facial recognition or both, such that either way can be applied in grower verification scenarios.
